PR LCK450W Power Supply, looking for an upgrade

ok, so one year ago my old power supply(don't know the make or anything) was making this annoying sound so I went and got it changed in the hope of keeping my sanity. I asked the tech to install me something better that would never make that sound again, something with better quality in the range of 70-80$ cause I'm tight on cash. Two days later he installed the new power supply and he completely ignored my requests as it cost 45$. Less than a month later the annoying whirring sound was back as soon as the temperature dropped 2-3 degrees in my home. So now I'm faced with the same problem but I want to fix it on my own because I just can't trust that tech. So I found a power supply I am interested in which is in my price range. CORSAIR CXM series CX500M 500W ATX12V v2.3 SLI CrossFire 80 PLUS BRONZE Certified.
This is what I have as a pc right now.
-Asus M2N68 AM SE2
-AMD Athlon II X2 250 3.01 GHz
-2X 2g memory
-Radeon HD5450 graphic card
-500gig hard drive(not sure of the made) will be addind a 2TB hard drive soon
-2 external hard drives(not sure if important or not

So if anyone could help me figure out what's the best power supply for my pc, as quiet as possible too would be appreciated. thanks
