cursor/typing jumps around, even after replacing keyboard and OS

When i type on this machine, about ever 5th word, the cursor will move itself to a another field in the web form, or to another word in the paragraph or sentence I am currently writing. For example, as I wrote this, the cursor jumped to the line below, and then after repositioning it, it then jumped up to the thread title field in this form. I have replaced the keyboard and reloaded the OS(Win7) 3 times now. I'm a computer tech and run my own shop and am baffled. Updated BIOS and all applicable drivers. Any help is greatly appreciated.

Hi, when this problem arise, almost all the times the sleeves of the writer touches the pad, moving the mouse around the page. If it's not what happens, and you have nothing else connected to the USB port, disable the touchpad, you will know if the problem is coming from the pad itself.
