battlefield 4.....CONSTANT cpu lag/freeze spikes and low cpu usage?

Ok, so i am currently running a amd fx 8350 cpu, 4gb ram and a nvidia 9800gx2 (i know its a old and weak graphics card but it was used for 65$ on ebay and due to the mobo and cpu....it was the best i could get) so in battlefield 4 i get CONSTANT cpu lag/freeze spikes and it makes the game unplayable...it happens on campaign, test range, and multiplayer....in 64 and 32bit mode....the problom also happens in bf3 but only in the beginning of a match and very heavy areas, so its not really a problem....But it makes battlefield 4 unplayable.....before this i had a amd a8-5600k apu and it played well at low settings at about 30fps...No lag, cpu spikes, freezes...nothing....at one point when i first had the apu i had 8gb ram and had slightly better performance.....But a stick went bad.....so....How do i fix thisin bf4?....i have tried everything!

I have this exact problem. I have a fx 6300 and an r7 260x sapphire gpu all on windows 8.1. Its a recurring cpu lag spike that happens like every 10 seconds in a super predictable way. The graph shows the same kind of spike literally every single time. So I think its a bf4 problem since i used to not have this issue with bf4. Idk what to do, this is kind of lame. Its definitely not my setup because mine is flawless on every other game, anybody who says otherwise knows something i don't i guess.

edit: Fixed it, disable origin in game. Don't know why i didn't have that off already... Derp

That is interesting.
The card seems capable enough to play the game, with at least low settings!

if you can open up the graph, and see what is lagging, you may be able to narrow it down more.

I believe the command is:
perfoverlay.drawgraph 1
and a graph will appear, drawing CPU and GPU usage statistics.

Is your CPU overclocked at all?
There seems to be an instability somewhere, definitely.

While in game, check RAM and video RAM usage on different settings.

But with that CPU, the GPU is definitely the bottle-neck.

I have tried the game with my cpu at stock 4.34 and 4.82....all the same results as before....the highest %i saw my cpu go was about 45%....none if my cores are parked and resource manager shows all 8 cores are being used....temps are fine on cpu and gpu...ram being used is about 78%...on the graph command in bf4 the cpu keeps jumping up really high and lags and stuff even at the slightest movement...its only really bf4 that does this...im using Windows 8.1

That's a tough one.
Did you try re installing the game?
If you have an extra GPU, or a card you can use from a friend, i would try that out.
And if it's still a problem, you may be looking at CPU instability.

Try running a couple stress tests, and see what kind of results you get.

Your GPU is bottlenecking your CPU never go cheap on one of the other, they have to be fairly even if you want to play games. Especially BF4 I had a FX4300 which was bottlenecking my 7870XT. I upgraded to a FX8350 and can play BF4 with ez now.
