Computer Reads Every External Hard Drive and Flash Drive As "Read-Only"

Whenever an external hard drive or flash drive is inserted into my computer, the computer marks it as "Read-Only" and as such prevents me from adding files, removing files, moving files, or editing them on the hard drive.

My usb storage devices include a small 1 gig flash drive, a 20 gig flash drive, and a 465 gig external hard drive. All are marked as "Read-Only" when plugged into my computer

It's a problem with my computer, NOT the external data storage sources. I have tried them on other computers and on those computers I was able to transfer files, edit files, etc., without a problem. It's only on my personal computer that the issues arise. Suddenly on my computer I can't do anything to my files found on the external drives and the computer claims the external storage are writes protected.

My computers is a Dell laptop (System Model Studio 1749) and runs Windows 7 64-bit. I'm the only account on it with admin permissions.

If anyone could solve this problem, it'd be much appreciated. As you can imagine, the issue gets in the way of my workflow and prevents me from backing up my computer files.
