What is the best way/how to, back up your files, installed programs, file locations etc..

Is there a good programs out there that is good for backing up your stuff? I just filed an RMA with Western digital to replace my Cavier Blue 1TB and i would like to put everything i have on this current almost dead HDD to the new one that they are sending me. I have a bunch of mods, programs for mods, etc, that i would really like to transfer over as easy as possible.

Clone if you want to do a straight swap e.g. clone old HDD to new HDD, take out old HDD put in new HDD. Or you can create images of the disk if you want to make a backup on an external HDD that you can use to restore internal HDDs. Acronis can do either, but there are also other programs that will do the same thing.
