Super tight budget help

Hello guys i need a gaming computer. My max budget is 550$(im lose however no more than 600$). I need a monitor(full hd,23 inch, ips i would like but can settle) does anyone know if 21.5 inch is big?? I also need a keyboard(i would like a backlit red,blue or,white.) and a mouse(nothing fancy would like it to have a led but okay if it doesnt.) Sorry for having all these specifications. I have a old dell latitude d830 and really want to build a good computer that can:

A) Run games (high or med 60fps @ 1920x1080)
B) Open fast
C) Be better than this cruddy laptop.

I will buy all other accesories later. Does anyone have any opinions about a Nzxt Rgb Hue and is 15-30mbps on wifi while gaming good. Should i buy a 100ft ethernet wire ot connect it for the full 105mbps. Thanks for all the help.
