radeon 7950 running way too hot. NEED HELP

Ok I recently got a 7950 for fairly cheap. When I started up the computer with it inside the GPU (according to MSI afterburner) went over 100 Celsius. Under more a scrutinizing look when I plug in my second monitor it reaches this heat, It also reaches this heat when watching a video on YouTube but not any where else. When idle on a single monitor it's at 62 Celsius and peaks at 80 when stressed. I'm very confused considering I was running this setup on a 6750.

I did buy it used and this could be the problem. maybe.
 


That's not a good sign. If it is putting out less than 12v on the 12v rail while loaded, then your GPU can overheat due to I^R losses. The HD 7950 is already a power hog so it's not a good situation with an unknown 500W PSU.
 


Surely the losses would be shown at the VRMs and not the gpu core temp, right? Wouldn't a system normally shut down if the voltages were so far out of whack to cause an 62c idle temp?

Anoyhow, the reference AMD cooler is worse than the xfx cooler and it's probably full of fluff and dust, I suggest you read up on cleaning it and get it stripped down.
