Ok so im not too good with computers, i need help from you experts.
I have a 700 or - CAD$ budget and I think that is the best build that I can get including the OS and Keyboard + Mouse :

Graphic : R7 250 2gd3 Oc 1100mhz Gpu Core 1100mhz Mc 128bit = 100 CAD$

Ram : Patriot Memory Viper 3 Series Venom Red DDR3 8GB 1600MHz PC3 12800 Memory Kit = 85 CAD $

Power supply : Eagle Tech Voltas 600Watt Power Supply 12cm LED fan, 13 connectors, Crossfire and SLI ready = 40 CAD$

Processor : Amd Fx-6300 95 Am3+ 95 14mb 3500 = 130$ CAD

Motherboard : Gigabyte GA-78LMT-USB3 AM3+ AMD DDR3 1333 760G HDMI USB 3.0 Micro ATX Motherboard = 64 CAD $

HDD : 500 GB Seagate Barracuda = 56$

CPU Cooler : Cooler Master Hyper 212 Evo Cpu Cooler with 120mm Pwm Fan = 35 CAD $

Case : Xion Performance Meshed mATX USB 3.0 Tower Case XON-560_BK (Black/Blue) = 40 CAD$

Logitech keyboard + mouse combo for 20$

Windows 8 for 115 CAD$

Total : 690$ + taxes

What do you think ? Can I run recent games on high details ? Does it compare to the consoles ? Are the parts even compatible ? Is it going to overheat because of the cheap fan ? Im buying from amazon.ca btw

There's no reason to get more than a $50 motherboard though. A Pentium G3258 at stock clocks will far outperform the R7 250. Its overclocking capability only becomes relevant to a GTX 660/R9 270 or above.
You'd be better off getting a Pentium G3258 and using the money you save to switch that R7 250 to an R7 260X. Get rid of the cooler as well, there's no reason to have it since it's pointless to overclock a Pentium G3258 for an R7 250 or R7 260X; it's more than strong enough for those cards at stock speeds.

If you switched to an R7 260X and Pentium G3258, you'd roughly match the Xbox One. Right now, with the R7 250 and FX-6300 combination, it's significantly worse for gaming than either console.

No idea about the Eagle Tech power supply. Never heard of it.

R7 250 may be new (ish), but it's fairly weak. You might be able to run games, but you'll probably end up with poor performance.
For comparison, GTX 460 (which is usually among minimum requirements in modern dx11 games) is stronger than it: www.hwcompare.com/15356/geforce-gtx-460-vs-radeon-r7-250/

On your place I'd try taking other parts with a little bit lower price and get a better GPU.
