Getting a Bad Performance from my New Video Card

So guys, here is the problem. I built a new PC recently, it is quite decent i think and it is supposed to run pc games smoothly. But there seems to be an issue with my GPU, since I get really bad graphics from it - it is Sapphire Radeon R7 250. It constantly blurs everything around the edges of objects in most games I play, and sometimes creates some textures in certain elements from the games, like walls, floors etc. and these textures move along with me moving my camera. This is pretty disturbing and I would be really thankful if you can find a solution to this problem.

Well, for example, I am playing Far Cry 3 at the moment. Everything is actually on low and i have no problems, disabled AA and V-Sync, but, I am sure you are aware of Can You Run It, so there, they say I can run this games on Max settings, and I don't even need CYRI to understand that, I can tell only by looking at the requirements. When I try to play on medium graphics, there comes the lag and those bad textures on certain areas, so yeah.
My CPU is Intel Core i3-4330 3,5- GHz
My Ram is 4 GB
Windows 7 64Bit
Motherboard ASROCK H81M-VG4

I have, same thing happens on most of games, for example while playing I Am Alive everything was in these textures, basically every texture was moving when i was moving and it is soo anoying. I installed the newest driver yesterday, the problem persists.

Yeah, that would be a good idea, they will probably need to RMA the card.
