Win 7 Partition core speed stays the same, but in Win 8 Partition it fluctuates

I don't know what causes this but on win 7, I have my constant 4.68 ghz, but on Windows 8 it is constantly fluctuating up and down. This tells me that it is not something in the bios that is likely to not be causing it. And I can't think of what else it could be. Anybody think of the cause?
