Which.. Should I upgrade first?

I have a low end PC which I want to Upgrade it, I want Upgrade so Decently
Specs:
Intel Celeron 347 3.06 GHz (So weak and the usage reaches 100% easily)
Intel G41 Express Chipset
2GB DDR2 RAM (Usage reaches 100% Easily)

I dont know which thing to Upgrade First?
Processor
Graphics Card
or RAM

I just want Decent gaming. Like Playing COD Black Ops 2 with 10 FPS+ for example or something close

I dont want to play games with like 60 fps+ just modern games with 15 FPS is good for me

I can buy Either a AMD Radeon 5450 or Equivalent and add 2 GB of DDR2 Ram which makes me have 4 GB of Ram.
or Buy a Decent Dual Core Processor.

So which one?

P.S My Power Supply is Jumbo jb-500w-a

I know Both The Card and the Processor are weak, but I can Upgrade one at a time

Actually, you need to upgrade the card, the board and the GPU. Doing one without the other isn't going to gain much for you. That's an old single core cpu, a low end onboard graphics adapter and a small amount of RAM.

Your best best is something like this which may require you to just save some money so you can do it all at the same time:

Now, realize these are all budget oriented components, far and away not the best stuff out there for gaming. But since it's obvious you're on a very tight budget and are not looking for outlandish results, these components together should get you a fair experience for a minimal investment. Plus, if you decide later you want to invest another 35.00 in a decent entry level cpu cooler like the hyper 212 EVO, you can get a very good overclock from that board and processor as proven in the Tom's article here:

For 265.00 you can have what is actually, a pretty kick ass little budget system. And if you want to go a little higher end on the graphics card, that's up to you, it will handle better cards.
