AsRock z87 fatality issue

Everything is plugged in including the cpu power connector, it turns on then it shuts off instantly i cannot get it to turn back on after that unless i unplug it for like 10 seconds its not the the psu i have tested two with this motherboard
 
Is this a new build? Has it booted before or never? When you say everything is plugged in, what is everything - GPU, HDD, SDD, sound card? When you say you've tested two PSUs with that mobo before, what do you mean - you've benched it bare of peripherals, had a completed build running clean?

What are you're build details?

Need more details before we can say anything worth listening to.

It is a new build with old parts. The parts were stored in boxes prior to being put together. It turned on once but it froze at the cmos confirming screen. All motherboard connectors are plugged in, including components. The specifications of the build are an Intel I5-4570 with 750GB 5400 Rpm HDD, 8GB 1333mHz Ram, Asrock Z87 Fatality motherboard. Finally a 700 watt raidmax blackstone. I have tried two working PSU's that have worked on other motherboards. I've benched it bare with no success. I have not gotten this build running ever.

That didn't work I hate it when Tom's hardware selects an answer it seems to screw me a lot on that aspect but to the guy who said the socket maybe damaged every single pin is in normal condition
