if you dont want to OC go with LE mobo from ASUS if you want go with 970-990X or 990FX
Gigabyte is ok brand but ASUS has the best mobo's out there
dont be cheap on MOBO you will need it later on if you go now with somegood mobo later on you can OC that proccesor for what it is made to OC and tweak around it it will be a shame not to do that with the 8350FX
better wait earn some more cash buy a good mobo from asus or gigabyte doesnt matter but must be good one for that CPU

I would also suggest going with the Asus M5A97 R2.0. Slightly above your budget, but it won't get much better than this. The GigabyteGA-970A-UD3P board previously posted has history of throttling the FX-8xxx CPUs. I would personally avoid it since you never know if you're getting an older version that still has that problem.

If you can buy it new, I would personally trust it more. You'll have a longer warranty. Refurbished items have only a 90 day warranty compared to at least a year on a new product. I'd personally prefer paying some extra cash for a longer warranty, but that's just me. On Amazon it costs 85 dollars which is only 5 dollars over your budget. You can choose free shipping too.
If you really can't afford it, you can go with the LE version:
