Is the working at 1400rpm pump safest as a working at full rpm pump?

Hi. I have a Seidon 120V Plus water cooling system. I want to make my system more quieter. When I switch the radiator fan to silent mode in BIOS, the temps are still same and it doesn't make any sound. But the pump sound is going unbearable when there is no other sound. If I run the pump in 1400 rpm, there is no sound. But Is it safe?

I didn't find any information about the pump rpm: http://www.coolermaster.com/cooling/seidon/seidon-120v-plus/ But in the installation manual, it says connect the pump's power cable to the motherboard and there is no other information about increasing the pump rpm in BIOS.
