Not at 60fps you will have to play on high for that. But the fps should stay in the 40s on ultra if you can tolerate that.

Yep, you can run with a lot of settings at ultra, but not all. If you keep the AA and shaders down, it'll run it from about 50fps at lowest.

Your CPU and RAM are fine to run BF4, a very CPU intensive game optimized for multi cores, on Ultra.
Your GPU is fairly powerful and I'd say it can run 40+ FPS on Ultra and a much better 60+ FPS on High.
You may try Ultra, but it'd not be a wonderful experience, but high settings would be just right to play it with a solid 60+ FPS.
