i touch the gpu fan while it spinning dose it do any damage to my gpu the fan speed is 48% sorry for my bad english and im a newbie to pc

A touch every once and a while won't bother it.... doing it all the time however is ill advised.

It probably won't, but if you have to stop the spinning, touch the center, not the blades.

only if you keep it stopped for so long it overheats, but you might end up damaging the fan motor if you keep doing it.

It probably won't. There is no definite answer to this; There's a very small chance that the fan will be damaged.

Touching the fan at the center and stopping it is better than for example, spraying air into the fan and over spinning it. When I do a cleaning, I always hold the fan center and spray in compressed air (of course I do this with everything off) .... have done a few repairs for peeps who just sprayed ay and killed laptop fans, CPU fans etc.

I have had some fans rub on the cooler cover shroud .... might be solved with a bit of effort pulling shroud outta way but oft saef bet is to RMA if ya think you will break something.

I was doing something to my computer while it was running and I accidentally put my hand right on my case fan. It broke off one of the blades. I broke off 2 other blades so I could still use the fan until I got a new one.
