So I'm having a problem.
The computer freezes even if I apply 1.270 V at 4.4ghz.
Also this is what CPU - Z is showing while I'm not stress testing

My motherboard is an MSI Z97 Gaming 3.

The thing is, the 4790K runs 4.4GHz at Stock, you shouldn't need to increase voltage at all to reach those speeds. Make sure you are in fact changing Vcore, not uncore, or Vrin, or CPU in.

Also,

Disable C-States, Enable Max frequency on all cores (it might also be called "core syncing").

Make sure voltage is set to Override not Adaptive.

Once these changes have been made, it would be great if you could re-post the CPU-Z screenshot.

My power supply is a Cooler Master 650m

After finding and disabling the C-States I was able to keep the Vcore at a certain point but at these settings I got a BSOD.

It happens really fast so I can't see the Error code, but It can complete an Intel Burn Test on high with no problem at stock/auto.
And its not temp problem, because my temps are under 73C when at 1.240v

IDK. Your BIOS says that the RAM is running at ~1.5 v. If the RAM specs say that it is supposed to run at something higher, that could be the problem.

How do I check that out?

Open CPU-Z and go to the "SPD" tab. Post a screenshot of what it shows. Different PAM speeds and voltages should be there.

If that doesn't work, go to the "Memory" tab of CPU-Z and see if it lists the model # of your RAM. Take that and go to the manufacturer's site and look up their specs.

You'll just have to start looking through the UEFI. Look and learn. I would start by expanding the "Memory-Z" section and see if the timings are in there.

I Find everything really strange, I can keep the cpu stable at 4.3ghz but as soon as I go 4.4ghz it just freezes at the 3rd run of Intel burn test.
Maybe its the stress testing program? and will getting new ram fix this?

Also there are my Ram settings

Hard to say if RAM is the problem. I rather suggest increasing Vcore. You are at 1.12 v. now and you can go up to a limit of 1.300 v.

Try increasing Vcore by 0.010 v. and try IBT again. If that doesn't work, then up Vcore another 0.010 and try again.

Also, VERY IMPORTANT: Keep core temps under 90*C while running IBT! What do you have for a CPU cooler?

I have the Noctua nh d14 and I tried even 1.300 v it still freezed when I put it to 4.4ghz
I'm very very confused.

OK. The NH D14 is one of the best coolers on the market.

Next I would try reducing "Ring Ratio" to 35. Also, increase Ring Voltage to 1.19 v.

Here is a thread which I found to be very helpful with lots of additional tips and tweaks: http://www.tomshardware.com/forum/id-1722630/intel-god-quick-dirty-guide-4ghz-haswell.html
