I want to buy a Graphics Card, But My Maximum Budget is to buy AMD 5450 or Something Equivalent.

I don't want to play Games on Ultra with 60 FPS+
I just want to play Modern Games from Low to Med, with 15 FPS+ is Really good For Me.
So Can I?

Specs:
Celeron D 347 3.06 Ghz
Intel g41
2GB RAM DDR2 (I will add another 2gb)

It might beat that G41 graphics, but the 5450 is still less powerful than most smartphones these days.

It's horrible, you won't do any gaming with it at any quality.

Your GPU and CPU are both really really bad.
If you can score and swap out your CPU with a core 2 duo and add a better card like a 7750 you will be able to play most games
at 30+ FPS

I would actually worry about the CPU first because the Celeron is a P4 with cut down cache (very very very slow and hot)

the 5450 is designed for HTPC use, if you play games with it then you might get 15 frames on low, but modern games not only rely on the GPU but also on the CPU as well. You might need to upgrade both if you want decent framerates.

Ok this site isn't perfect, but:

http://www.videocardbenchmark.net/high_end_gpus.html

The top benchmark score is 9,000. the 5450 scores 233. Try to find a card in your budget with a passmark score of at least 1,000 or you will really struggle, even on low settings. For example, a DDR5 version of the hd5670 /6670 should be cheap enough (they're about £20 here in the UK)

Do you know how slow 15 fps is?

the 5570 DDR3 version can run tomb raider at 30+fps at 1280x1024 providing you have a decent dual core cpu.

Should I upgrade the CPU First or the GPU? I can only upgrade one at a time

GPU first, definitely, if you can. The G41 chipset was designed for low end market use, and many boards don't even have PCIe x16 slots that will work with video cards. There are some video cards out there that use a PCIe x1 interface, but I don't think you'd want to spend money on that either. The x1 interface would be too slow to handle gaming in any case. If you don't have a x16 slot, save your money and get/build a new computer.

No. CPU first.
The CPU bottlenecks THE ONBOARD GRAPHICS. It was that bad
With my old CPU (Celeron D 360) my onboard G41 graphics it scored 41 in passmark. Upgrading the CPU made it go up to 63

I used to play neverball (a very light game) and I had to set it to 640x480 to get playable framerates with the Celeron
with a core 2 duo it gives 100+ FPS at 1280x1024 with the onboard graphics.

Your 5450 is already better than the onboard graphics so there is no way the CPU will even keep up with that

Good lord, you mean it's possible to CPU limit G41 graphics? I had a laptop with those same graphics, and that was horrible to deal with.

To the OP, best bet: save your money for a few months, get a $300 laptop. Otherwise, it's a waste.

This would probably beat your current system upgraded with 5450 graphics and CPU: http://www.amazon.com/dp/B00IAACVV8/?tag=extension-kb-2...

Yep its that bad. Here are old passmark results between
Celeron D 360 vs Core 2 Duo E6700

It bottlenecks just about any component on the system. And that one is even clocked higher than the OPs
