Screen Resolution Not Correct On HDTV

Every since upgrading to Windows 8.1, my VIZIO 1080p HDTV does not show it's resolution correctly. It is being driven by a Sapphire Radeon HD 7870 OC Edition.

It mainly exaggerates on XBMC which is what the HDTV is primarily used for.

Here is a clear representation of what I'm talking about.

- I have used CCC and set the overscan on the HDTV to 0.
- I have gone through the HDTV settings and cannot find anything for "Wide, Fit, Stretch, etc."
- The connection is HDMI from GPU to HDTV

Still nothing. It's even with natural programs. The screen resolution shows 1920x1080 but it looks like it's somewhere around 1280x720. Whenever I move a program over it increases in size. No matter what program it is.

It was a problem with the native screen resolution program. The scaling level on my monitors were the same while the HDTV was different. After checking the scaling levels to be the same, it works. I still have a slight problem with the picture still being too high above the HDTV now. But it's not nearly as noticeable.
