New build, HD7870 no picture

I'm at a loss, guys. I just finished a new mITX build, and the graphics card, an HD7870, doesn't display a picture. The integrated GPU works fine. When we tested the graphics card in another computer, it worked fine. When we tried a 650 Ti in this computer, it worked fine. When we tried the power supply in another computer, it worked fine (even paired with the 7870). We were still able to set up Windows 8, and do everything else on the computer with the integrated graphics. I'm entirely stumped.
Full component list:
i3 2120 + stock cooler
MSI HD7870
Corsair CX500 power supply
WD Caviar Black 1tb
Asus PH77- I motherboard
4gb Kingston HyperX Genesis (going to add another 4gb soon)
Windows 8.1 64 bit
 
Solution
It's worth checking Device Manager to see what appears there. You could try the Update Driver option by right-clicking your Integrated Graphics Chipset in Device Manager > Display Adapters > Right-Click Integrated Graphics > Select 'Properties' > Select 'Drivers' Tab > Click 'Update Driver'.

You could also go to your motherboard manufacturer's website and download and install latest Windows 8.1 Drivers.

Then ensure your GPU is also updated via AMD's official (non-Beta) driver of the latest version.

Ensure both the PCIe x16 slot and On-Board Integrated Graphics are enabled in your BIOS.
Ensure you have the most up-to-date drivers for your Integrated Graphics Chipset, your GPU (non-beta drivers) and that Windows 8.1 is fully updated.

It's quite a common phenomenon for the GPU to black-screen with Windows 8.1. Most people blame out-of-date drivers or Windows' default drivers for the Integrated Graphics. Make sure to install the manufacturer's drivers for both the Integrated Graphics and standalone GPU - not Window's - and that Windows 8.1 is fully updated.

Also ensure previous drivers are cleanly uninstalled.

Already done, sadly. As this is a new build, I ensured that Windows 8.1 was up to date and tried to install the newest catalyst software, but the install failed. I imagine this is because the GPU was not detected. When I tried to install from the automatic detector, it claimed I was using an APU and tried to install mobility graphics. Perhaps I should try installing those? Or is there another way to install drivers? I should still get a picture without drivers, no?

-Other things I have tried:
-Reseat everything
-Clear CMOS
-Look for possible electrical shorts
-Check that all cables are plugged in
-Disable iGPU in BIOS

The GPU does not appear in GPU-Z, either. I have not looked in the device list.
