[REAL EMERGENCY] CD Writing Error

Hello. Before asking, I want you to know I am non-native spaker and in a hurry so, if there is something not understandable just let me know.

I have a TOSHIBA Laptop which isn't even a year old (it uses Windows 8.0 Single Language) but; I have a problem about having a file written on a CD-RW or CD-R disc. Yesterday, I have transferred my old VCD movies from discs to my external HDD but, last one gave problem. When I put disc in the drive, I got voice like "put put put put...". It did sound like helicopter voice. But, I have tried to transfer this movie to my computer thus; have listened "put put put" sound for 1,5-2 hours and, it couldn't be done so, I have ejected my bad VCD disc from drive.(Movie files was seem and copying was ended at %40-50) Today, I have tried to write a movie for my mom on a CD-RW disc but, It didn't work. There was a problem appeared "The writer speed for the recordable disc is either too fast or too slow for your CD or DVD burner. Insert a disc that has a different write speed, then try again". I've tried a lot of programs such as Ashampoo, PowerISO or ImgBurn but, It didn't change. ImgBurn gave a problem called "Power Calibration Area Error". So, I have tried some semi-full discs which are CD-R and they worked. But, after that saw this my written files didn't seem on the CD-R discs. Can you help me? Is my dvd drive broken or not? I need an answer. How can i check if it is broken or not? There is a program about it? I feel like going crazy. Thanks in advance.

This could be either a media error a a drive failing. Open the drive, power off, and then clean the lense & make sure the lense assembly can slide all the way in & out freely.

Test your media in some other system that is known to be working.

If you still get the error, contact Toshiba for warranty repair.

I will probably try this media in other computer but; I want you to remember, I have tried two other media, which are semi-full, in my laptop to write and they worked. But; after writing on first media, I can't see any files in it neither old files nor new files, it was seem like a blank CD. When I tried second semi-full media to be written, I have seen old files in it but, new files wasn't seem at all. What do these mean?

If drive is broken, can it make images(.iso, .cso, .img etc.) healthly or read compact discs healthly? Writing isn't necessary for me but reading and making images are important.
