Wired internet download slow Wireless fine on multiple devices

Ok so will try an be as brief as possible.
In the UK and was getting about 38mb/s D/L and 6mb/s U/L
past week I am getting nothing more than 1.7-2mb/s download and upload is the same.
Running windows 8
all drivers updated
rebooted router
connected LAN to a diff port in the router nothing changed
connected via diff cable no avail
Connected directly to the BT Openreach modem with another brand new cable and nothing changed.

from what I can see my BDP settings are very low but not sure if thats relevent
Hope someone can help me.

Checked for malware and viruses using spybot, malwarebytes and avast!
