Nothing fancy. Should be able to handle LoL at 60 fps with all settings maxed out. CHEAPEST POSSIBLE. No need for any extra rainbow stickers. Preferably an Apu instead of cpu+ dedicated gpu. (if one option is cheaper than the other thats what i'll choose).

you dont need much for LoL. my LAPTOP runs this game in 1080P at over 100 fps (max settings). provided its a bit of a beefy laptop. specs: core I7 4700HQ processor and Nvidia 760m. processor is about the same as a 2600K (stock) and GPU is basicly an underclocked 650Ti. I think you should be OK with an APU for LOL only. for other games though id say go with an I5 and a 760 ish video card

Depends on the quality. A good common supermarket potato might manage 30-40fps on high, but I always grow my own potatoes so that i can get 60fps on max

Russet or red?

Regardless @OP, what is your budget? Cheap means different things to different people.

If you know where pewdewpie lives you can rob his house.. But any cpu with a hd4000 iGPU will be fine, cause I have that so gpu isn't really needed
