Fan Speed for Always-On

I will be running a web server, so it will not be using many resources of course. The processor is a 4th gen Pentium 3.3Ghz. Would it be bad to always run the heat sink at 100%? The computer will always be on. If not, what percent should I put it at?

Max speed should be fine, if they werent designed to run like that they wouldnt go to those speeds.
Personally I would leave the fan speeds on auto. The PC knows how hot its getting, and can respond accordingly. No worries of parts wearing out. You can also set a custom fan curve if you need to.
