How to make a computer silent?

I'm thinking about making my computer silent while at the same time having good airflow.
These are the things I need:
-120mm fans
-200mm fans
- Anti Vibration screw mounts.

Also, do you think it's safe to have dampening foam on the side panels? I think that's where most of the noise is coming from. Thanks for any help you can provide!

Stuff like foam often makes a PC heat up. So what kind of Computer case is this? First have to determine what is making the noise. Like is there a fan on video card and is the fan on the pwr supply noisy? Some cases are like an echo chamber and they amplify sound. Sometime the fan vent holes restrict the air flow and when you hook up a fan the fan works harder and makes even more noise. If you have a lousy case, then it will always run loud. If you have a noisy Power supply or a noisy video card or you have noisy air flow or you have noisy fans it will be hard to make it quiet. Just overclocking can make it noisy.

I just installed rubber grommets into my pc fans and it made the computer significantly quieter. Any recommendations on silent fans that push a good amount of air?

well to keep a pc cool you could try making it cool with water cooling system
