Exerpt from the steam discussion posted :

"I have posted a similar discussion earlier but it is now old and the conditions have changed. I need this problem fixed ASAP as it it affecting my in game preformance.

My relevant specs are as follows:
CPU: Intel i7-3610QM CPU @ 2.30gHz
GPU: Nvidia gt650M
Ram: 8GB

In game the most I get for FPS is 20.
My maxfps is set to 300, I have lowest settings both in CS:GO and the Nvida control center. I even set windows to the basic theme (oh gawd) I have read before that the gt650M is capable of achieving high FPS and I can verify this because rarely but sometimes I will get 120fps for about 30 seconds. All powersaving is off, that means windows, cs:go, and nvidia and I have CS:GO set to run with the GPU instead of intel integrated graphics. There is no reason that this game should be running at such a low framerate so is there anyone here that can help me?"

So yeah, if anyone could help that would be great.

Are the temperatures as you play cs go?
If youre playing on ESEA your FPS will drop because of the client

if its not CS GO then its your laptop throttling. Try monitoring your CPU/GPU speeds as you play cs go and see if they're normal.

make sure you set "fps_max 300"
