So the title says it all, here are my specs:

ASUS Sabertooth 990 FX R2.0
AMD 8-core FX-9370 OC to 4.7 GHZ
Corsair H100i watercooler.
16 GB Corsair Vengence DDR3 1600
GEForce 770 SC 2GB GDDR5 OC +350
Corsair HX750 750W PSU
2X Samsung 840 Pro 250 GB and 128GB
1TB Seagate Barracuda 7200 rpm
windows 7 64bit SP1

so my temps are all great I've never gone over 80 degrees C on my GTX 770 and never over 55 degrees C on my CPU. I have gone through all my hardware and I have the latest driver for everything I could think of.

So to start, everything I have is relatively new. Nothing has been run down or worn out. I thought what I have would be more than enough to run games at more than 30 fps on low. I'm not sure what it is that's holding me back. the CPU and motherboard are both brand new. I had just upgraded from my old CPU and motherboard, the upgrade gave me a little bit improved performance but still below what I had anticipated. Is there anything in this build I should upgrade so I can get more than 30 and below FPS on low in Arma 3 and 30 FPS and below on low in Dayz SA in cities? I can get around 60 to 50 FPS in forests in dayz sa but that's with everything on low very low or disabled. I would really like to run games on high settings at 30 FPS or higher, what do I need to do?

unfortunately for you, ARMA 3 is an unoptimized game, much preferring to use the CPU for rendering the graphics over the GPU, apparently. not quite sure of DayZ SA, but based on what i'm seeing, AMD FX CPUs don't fare all too well with the game.

the FX-9*** really isn't a great gaming CPU, not compared to a much cheaper non-K i5 for the price, in most cases. aside from looking for tweaks on the config file to increase performance (google is your friend), the alternate costly but more straight forward move involves you spending more on an intel CPU + motherboard. if you're taking the latter path, do ask for advice here in this forum.

I knew it was going to be an AMD CPU the instant I checked the title.
It's no secret that some i3s and any haswell i5 will outperform the FX-9370 in most games.

My GTX 750 Ti and i3-4360 runs DayZ S/A better than that (don't have Arma 3, don't like that style of game), and I'm certain your FX-9370 is holding your GTX 770 back severely.
