SSD isn't immediately recognized in UEFI

When I boot my PC, one of two things happens. One is I get shown a screen telling me to insert bootable media and restart. The other is a black screen. Please note that I have Windows 8 installed on an 240GB PNY Optima that should be booting.

If I choose to enter the UEFI instead, I find that my SSD isn't recognized at all, thus why I can't boot. My HDD is always recognized immediately. However, I found that if I either restart three or four times OR I sit idle in UEFI for a few minutes, when I exit I will boot into windows successfully. This leads me to think that the issue is that the SSD isn't being recognized quickly enough for me to boot properly. So logically, I tried to troubleshoot this...

So far I have tried multiple SATA cables for the SSD with no luck, so it is not a bad connection.

Other than booting up, the SSD seems to run fine so I don't necessarily think it is a faulty SSD (brand new btw)

I updated the firmware of my motherboard to the latest version.

The problem still persists. Recently I attempted to update the firmware of the SSD itself, however it seems PNY has absolutely no resources available for such an endeavor. I can't find any downloads or guides. Does anybody know why this may be happening? Thanks!

I have a feeling it is something you are missing in your bios settings. It's not a matter of it recognizing it quickly enough - it does or it doesn't. While you said allot you didn't mention your MB.
