Can't Access Bios on Gigabyte GA-970A-UD3P ATX AM3+ Motherboard

Just finished completing my first build today and cannot set up the BIOS. I get to the first screen and press Delete key to access BIOS but the screen will turn black and I am unable to do anything. I have tested RAM sticks to see if they were the problem and have cleared CMOS by removing the battery but still cannot access the BIOS set up.
These are the parts I used:
AMD FX-6300 3.5GHz 6-Core Processor
Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600 Memory
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Gigabyte Radeon R9 270 2GB WINDFORCE Video Card
Corsair Builder 500W 80+ Bronze Certified ATX Power Supply
Lite-On iHAS124-04 DVD/CD Writer

Is it booting to OS?

No it won't boot to anything because I haven't set anything up. There isn't even an OS installed yet. I can't enter the POST screen as it just goes to a black screen when I try to enter it.

Sorry for the delayed response. If you look at page 84 of your mobo user manual, it's got a pretty good trouble-shooting guide for initial set-up. What you can try first, though, is disconnecting your HDD and ODD and see if that will allow you to boot to BIOS. If it will, you can update your BIOS from there and make sure all the other settings look right including setting your boot priority to USB or optical drive depending on which you are using to install Windows, then save, exit, and shutdown. Then reconnect your drives and power up and see if that will get you to the Windows install menu.

I've got nearly the same setup but with EVGA GTX 660 Graphics card; unfortunately, I'm getting exactly the same result. Please repost if you find an answer; I'll do the same.

Use a PS/2 keyboard, not a USB one.
