windows 7 giving blue screen with only cursor at start

Hello. Thanks for responding. It get to the the windows "Wecome" screen just after logon. It sits on this screen for several seconds, then goes to a blue screen which is blank except for a white arrow cursor. I have let it sit on that screen for as long as a half hour, thinking window is doing something "under the hood". Eventually however, I the only way out is to power down. Ctrl-Alt-Del will bring a short flash of an arrow+hourglass, then it sits there. Yes I can get into the BIOS by hitting esc just before windows starts. Why does you mean does the motherbd post ok? I don't hear any beeps if that's what you mean. Yes, it will boot to safe mode.
