Borderlands stuttering on Win 8.1

Current PC specs:
Windows 8.1 Pro 64-bit
AMD FX 4350 @4.51Ghz
MSI 970A-G43
ASUS Radeon HD 7850
8GB RAM
250GB Samsung 840 EVO
1TB WD Black HDD

I recently installed Windows 8.1 Pro on a new SSD and after I'd got everything settled (drivers updated, firmware, etc) I finally got round to installing some games on the SSD.

I've only tried Borderlands so far as that is the game I was playing prior to the upgrade. Before the SSD I was running Windows 7 Ultimate 64-bit from the 1TB WD Black (which is now used for storage) and it would run fine with all of the graphics settings maxed out. No stuttering (or at least not enough to be a problem).

To my disappointment things seem worse after the upgrade and the stuttering is much more noticeable (to the point that it is annoying) and I cannot tell whether it is the SSD at fault or whether it is Windows 8.1.

Any suggestions? I'm going to try uninstalling steam from the SSD and putting it back on the HDD to see if that helps (don't see why it should) but other than that I'm stumped.

EDIT: I've even tried going back to a previous display driver version (catalyst control center 13.12 from 14.4) as I seem to remember updating that but that hasn't helped. I've also uninstalled and re installed steam and borderlands to the HDD, again to no avail.
