Very long boot up time on new SSD

I recently installed a brand new Crucial 256g SSD in my computer (Biostar Hi-Fi a85w, AMD a10-5800k, R7 265, 8g ram). I took out my old hard drive just to eliminate causes of the issue. I used a bootable USB to install a fresh windows 8 on the new SSD.

The problem is that even before the windows logo screen comes up (after mobo splash screen) it hangs (black screen) somewhere between 10 seconds to a few minutes. The windows logo screen time is fine (1-2 seconds), it's the black screen before that. This only happens when I turn off the computer. It does not happen when I reset.

I've installed/updated all drivers, updated windows to 8.1, and it still hangs on boot up after it has been turned off.

I noticed in the boot order in the BIOS, it goes boot manager then SSD. I tried changing it to boot SSD first but it doesn't boot up saying to boot a proper drive. Before I installed the SSD, it would just boot up straight from the HDD, and it would even take about 10 seconds or less sometimes.

All my drivers are upated, my BIOS is updated, and I've tried the command bootrec.exe /fixmbr through bootable usb. Any ideas? Thanks in advanced.
