Desktop "You need Permission to perform this action" When I am admin!

Hi guys I have a problem and would gladly appreicate any help you may have. Thanks in advance.

On this site, you're told that you fix this by changing the User Account Control Settings to "Never" and you have to be administrator. But I have both of these. http://gyazo.com/28934f79c1aa6803b8f6627dac505a01

I am running Windows 7 Home Premium 64 bit. Thank you if you can help.

It did this to me on my win 8 laptop after I pulled out my HDD and put it in my desktop WIN 7 for backing up (had 100 GB to transfer, so it was faster)

Result : my WIN 8 got somehow corrupted and I had the same problem as yours. I had to reinstall since nothing worked for me as well.

Im sorry im confused, im trying to create a desktop text document by right clicking then going to create text document, how do i do what you're saying as it is not working for me

you can also attempt to reset windows permissions,

Right click CMD PROMPT (msdos emulator) under start, programs, accessories, run as administrator. Enter text exactly as follows (you can probably copy and CTRL V to paste in command prompt:

secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

I see, desktop text document uses the program "wordpad". the EXE file can be found by hitting the start button, then searching for "wordpad.exe" Right click the WORDPAD.EXE icon that should be found. Right click that icon. Click always run as administrator.
