will a gtx 760 sli, 4790k (may overclock) and a h100i work on a ax 760 or ax860?

ax 760 will be fine, it's got one of the most efficient power consumptions of any PSU on the market. At that I believe the SLi 760 will only put out about 635w, I could be wrong but I'm pretty sure thats right lol.

you get near if not better performance then a 780 so i have heard and i kinda dont wanna spend about 500-600 dollars for a graphics card that i could buy another 760 and get near the same fps

You can get a 780 for 480$ now, which I would strongly recommend you do that rather than SLI'ing 'mid-end' cards.
760 SLI really isn't impressive, I've never used them like that, a buddy of mine runs SLI 660 ti's in the same tier of GPU, and my single 780 gets about 10~ more fps
Thats upto you though, the performance is similar, fair warning it will make your room hot, and your pc will run a lot harder in SLI
