Is this pc getting the fps it should?

I built my pc and i'm getting low fps as low as my laptop gets. I wanted to know if this pc should get the fps it gets. I get about 200-300 on csgo and on minecraft 100-400 average, sometimes 500. My friend gets 700 average on minecraft with his build which is basically the same as mine. So I found it confusing.

Specs:
Monitor - Dell st2220l (Temp)
Cpu - AMD FX 8350 8-CORE
Gpu - Asus GTX 660 2GB
Motherboard - Asus M597 R2.0
Ram - 16GB
Hard Drive - Western Digital WD Blue 500GB
Power Supply - Thermaltake TR2 700W
Case - Fractal design r4
Mouse - Razer Deathadder
Keyboard - Razer DeathStalker
OS - Windows 7 Pro (64 bit)

Fine then, an FPS above the refresh rate of your monitor is meaningless. Also motion blur is an inherent property of cameras and is lacking in games, which is why film looks fine at 24fps while any PC gamer would cringe playing at that.

You havent included enough info for us to give any meaningful insight to the situation and your chosen metric is how well minecraft runs (so fast to the point its arbitrary). There isnt much we can tell you.

Has your friend overclocked his machine, have you run any benchmarks, does the card underperform in demanding games..?

120 isn't. It's for good motion blur for videos, also idc if it's meaningless. I'd rather you answer my question correctly.

yeah that's the mobo, not sure what you mean by settings, you mean minecraft and csgo?

I don't know much about his machine only it's fps and not sure what you mean by benchmarks. I'm new to computers and this is my first built computer so it's all new to me. Do you want anymore info, and thanks for being nice about it and answering my question better.

Yes we both play mc and csgo same settings and he plays mc with 8 render distance, far loading, fancy graphics, and smooth lighting on minimum.
