Is 4790k just an overclocked 4770k?

In a nutshell, yes. It also has improved TIM between the chip and IHS for improved temps, but above 4.4GHz they have almost identical temp curves.

Most of the reviews I happened to read found that the i7-4790K had no noticeably better overclocking ability than the i7-4770K, but ran about 10°C cooler at any given frequency. It's better for overclocking because of that, but you won't likely get it to overclock any further.
