While we're waiting on more info here are some components to consider. The CPU is a 35W unit, so it won't put out much heat. The CPU cooler should be very quiet. The GPU and PSU are both fanless, so the system should be very quiet. I'm sure the components may need to be adjusted once we get some more information.

An HTPC should be small, quite and powerful enough to do a minimum of 1080, 2K or 4K depending on your preference.

The storage of media, should be handle by a dedicated system, away from the living room.

For example, my HTPC, is a Intel E5700, 8GB DDR3, AMD 7750 1GB GDDR5, cheapo 64GB SSD + 250GB HDD (temp files, windows updates etc), Windows 8.1 x64, Plex Home Theater, all in a tiny box and whisper quiet.
The media server is a Phenom II X4, 8GB DDR3, AMD 5450 512MB DDR3, cheapo 120GB SSD, 2TB HDD Raid-10, Server 2012 R2 x64 Standard, Plex Server, in a cupboard.
Connection over 2.4GHz and 5Ghz wifi to 6 pc's/tv's and all can receive 1080HD streams without the server/network blinking an eye.
