Which card is more "worth" the money for a budget gaming gaming computer?

That is a big difference in price. You are looking at two different classes of cards there. Of course for a "budget" gaming system you will be fine with the AMD 270.

The 760 for $200 with the rebate is a very good buy, but you are looking at a mid to upper mid range class card there where the R9 270 is almost a full step bellow that. Both will be fast enough for any game but the 760 will allow for a bit longer system usage with better quality.

If you are OK with the price difference, have a CPU, power supply and case to run that card, 760 is the one you'd want. If you are really looking at a budget gaming system to save money, R9 270.
