Intel Xeon e3-1230v3 too hot?

My CPU is idling at 35-40 degrees. I read that this CPU should run at 20-25 degrees. I'm a bit worried that something might be wrong with it. I have the Thermalright HR-02 Macho CPU cooler and the Corsair Carbide 500r with no extra fans other than the ones that come with the case.

Your temps are warm, but just fine. What're the temps when its on 60-80% load?
Ideal temps:
30-40C idle 0-10% load.
40-45C browsing/ streaming 10-30% load
45-55C medium gaming/ video converting 30-60% load
55-65C heavy gaming/ vfx/ video rendering 60-80% load
65-72C super heavy usage 80-100%

Those are with a stock or very weak cooler, reduce 5C for a powerful CPU cooler. 10C for liquid cooling.

You're safely in those temps, enjoy :)

PS: these temps can change by upto 5C due to difference in room temps.

My temps while gaming are 50-60 Degrees. What could I do to make the CPU cooler? Waht installing top fans help?
