i think ive realised what the problem is ... i dont think my motherboard is compatible with my cpu i just read about it online would that have a big impact on the overall performance?

According to one benchmark, minimum FPS at 1080p at Ultra settings is 42 with Avg 54. Are you facing this behavior in single player or multiplayer campaign?

Remember there are various factors behind this:

BF4 is optimized for AMD not for nVIDIA.
BF4 Single player is more GPU bound than CPU bound.
BF4 Multi player campaign is CPU bound.

What motherboard are you using ?

Splendid

yeah looks like the msi 760gm p23 mobo doesnt officially support 125W parts (fx8320 etc), only 95W and lower.

if the board is smart enough it might limit the clocks on the cpu to prevent blowing up the voltage regulators on board OR it might just outright lock the clocks at some really low level when an unsupported (and possible unrecognized) cpu is plugged in...

Yep thats it :)

this is an appropriate mobo for your cpu with 8+2 power phase VRM which can provide great o/c ability. unfortunately paired with your psu, should remain at minimum levels!
