Need Advice on Overclocking + CPU Cooler

I am looking to overclock my system in general, CPU, GPU etc.

I am looking for help in regards to how to overclock my system as well as whether i will need a CPU cooler (I assume I will). So ideally I need advice on whether I should overclock, how to overclock safely, (if needed) what cpu cooler should I purchase that will work with my CPU and Case.

Let's say around £60 budget on the cooler and my specs are as followed:

Do you need to overclock? There is only one person who could answer this question and that person is you. What sort of use you are getting this system for? Normally you don't need to overclock.

I want to push my system and see what I can get out of it, but I also do a fair amount of gaming and I want to see how much I can improve my experience. I'm not looking to go to the extremes, just to the point where i can feel a difference.

Also, slight subject change but should I go with a XFX Pro 550W PSU or a EVGA 600B 600W 80+ PSU?
