New build wont test boot. CPU or motherboard problem?

I'm currently trying to build a PC. I have built a few before so I have a little experience. I am trying to run a test boot with just the CPU, RAM, GPU, PSU, and motherboard. I connected both power cords to the motherboard. The LED lights on the motherboard will light up, but none of the fans will spin, and the speaker does not beep. I believe that there is a problem with either the motherboard or CPU, and I do not know how to tell which it is. Or I could just be doing something wrong.

Here are the specs:

RAIDMAX HYBRID 2 RX-730SS 730W ATX12V V2.2/ EPS12V SLI Ready CrossFire Ready Modular Power Supply (I tried a different power supply with the same results)

EVGA 02G-P4-2643-KR GeForce GT 640 2GB 128-Bit DDR3 PCI Express 3.0 x16 HDCP Ready Video Card

Check all of your connections to the board. even if you already have, unplug and replug everything.
You do not need your video card for this to work. if something is faulty, you wouldn't want to fry your GPU.
Remove it for the test boot.

Based on his comments in regards to your PSU, I would say PSU problem. Although, you encountered the same results with a different PSU. I would say motherboard issue since your cpu fan doesnt spin or any other fans related to your components then I would definitly say motherboard.
