If you mean the following:

Do I have to have the PC on first before the power outage to use it on the battery backup, or can I start up a PC when the power is out but it is plugged in to a battery backup system?

The answer is that it is easier on the battery backup for the PC to be running when power is lost, as most systems draw more power when first starting up (unless you are running benchmarks or other computing programs that keep it busy).

As nearly all computers run on LCD monitors now, this should not be a problem. You can over-provision your battery backup to make sure that it can start up the computer on battery backup by reading the maximum amperage draw on both the computer power supply and the monitor. Add the two values together and multiply by 120 (in the US) or 230 (most other countries) to get the maximum VA (volt amperage) value that the computer can draw. As long as you get a battery backup that has a greater VA value than that, it will be able to start up with the power out, but be careful to have the battery backup still plugged in (it needs to be grounded to work correctly).
