Overhaul, or buy a new PC?

I have an HP M8330f desktop with 3gb ddr2 ram and the only other upgrades being an Nvidia GeForce GT220 and windows 7.

My exact issue is simply, World of Warcraft. knowing its not a top end graphic intense game, what is the cheapest upgrade i could do to increase playability? The major issue occurs in Raid instances (for those not familiar, just a lot going at once with 10-25 people at a time). It will freeze and lag anywhere from 1 sec on 1 min at a time freezing me completely and seemingly losing connection before it catches back up.

My internet is not the issue (speeds provided.) any help would be greatly appreciated!

You can try adding a 750 ti to it. But I think youll also need a CPU, which will mean a new motherboard and in turn means new memory since you are running DDR2.

WOW runs mainly on one core. There may be some fixes to this in the WOW forums.
Otherwise, you need a faster main core, and that comes from Intel.

a 300w psu is not the issue. It will support a graphics card as good as a GTX750.

For an inexpensive cpu bound game upgrade, look into a G3258.

Exactly what i was thinking, which would have me around 300-400$ and in the range of a new pre built gaming pc lol. thanks for your input!

Yeah, you could build one for less than 400 that will put that one to shame. So, I would go for that.
