PC suddenly cannot boot properly

Running Win 8.1 Pro. I recently bought a new cpu cooler and installed in on my computer. I had to remove the board from the case to install a backplate for the mount and reconnect all my cables. When I boot the pc up the logo loads and goes away leaving a blank screen. I checked bios settings and they have not changed. When loading the windows 8 troubleshoot (from bad startup) cannot use my keyboard and mouse to try the windows 8 refresh option.


My Build i5 4670k, 16 gb memory, 3.3 TB storage (4 disk drives), MSI 760 GTX, Seasonic 550 PSU
 
When you fitted the support plate for the new cooler to the back of the board did you make sure the insulating pad was on there.

What I mean is if it`s a metal type plate, it should never contact the back of the board.
It should of had a thin plastic coating strip on it or a rubber/ sponge pad.
Any contact between the back of the board, and the cpu cooler support bracket can cause strange problems.

If your sure it`s fitted right. you should take the cooler off again, lift the cpu socket retention arm.
Check all the gold leaf contacts are ok on the socket.
Place the cpu back in, clean off all the old TIM.
Then mount the cooler again.
Depending on the type if it uses screws Tighten them finger tight first.
Top left, bottom right bottom left, top right.
Don`t over tighten them too much as it can warp the board slightly causing uneven contact of the gold fins on the inside of the cpu socket.
You have to remember any pin not contacting where it should be can render something Sata controllers not functioning right.

I take it you put all of the drives back in the right order also as to where they were connected to the Sata ports of the board.

The mount did have plastic coating but I put the rubber back on just in case. PC still will not boot up. It does the windows 8 startup dot circle and goes to black screen still. When I restart again it tries to go to recovery mode but still cannot use my keyboard and mouse. w

Well I am using a MSI G45-z87 Motherboard. I used UEFI since Legacy+UEFI never worked with windows 8. It boots the hard drive but there has to be something wrong with windows. I am just trying to wipe my os disk but when I use the recovery or setup wizard (windows) I cannot use the keyboard and mouse but I can when I go to BIOS settings.
