CPU Load by Adobe Premiere Pro

Adobe Premiere Pro utilize just a rather small part of CPU capacity, does someone have an idea why? How to make it use 100% of CPU capacity to increase rendering speed?

However, if Premiere is not able to exploit more than one processor (single-tasking) then you may observe a maximum CPU load of 100/n where n is the number of cores in your processor. So if you have a 4-core processor then the maximum utilization for a single task can only be 25%.

Well, I have FX8350 8 core CPU, and it's load is floating between 50 and 99% while rendering (most time about 60-70%). Task manager shows Premiere's own CPU load between 50 and 80% approximately.
Actually I have usually about 100% CPU load while rendering in Premiere, but after some HW upgrade (MoBo and Cooling system) and re-installing Win 8.1 I faced such issue. Really have no idea why CPU load is floating so much, it was permanently about 90-100% while rendering, before I replaced MoBo&Cooling and reinstalled OS.
