Total TDP watts showing higher than the reviews I've read - 4790K

I read 12 watts when idle "CPU Total TDP" in Intel XTU. When in load, it's very fast changing around 120-132 watts. In this review: http://www.legitreviews.com/what-enabling-c6c7-low-power-states-do-on-the-core-i7-4770k-haswell-cpu_2217/3 , it shows 5W without PSU-Haswell compatibility, 2W with PSU-Haswell compatibility. I saw another screenshot with 4790K today, it shows 44W when full load. What is wrong on my CPU? And on the stress tests, temperature and everything moves so fast. It hits maximum 85 C after 5 minutes of stress test. But the temps are going like 61-65-68-59-63-67-69-71-61 very fast changing. When I stopped the test sits back 40 C in a one second, after a minute 33-34 C. I have Seidon 120V Plus. I have no overclock, XMP is on, motherboard gives 1.204 volt on auto mode, when in load.

Not sure of the wattage, but my 4770k is kind of the same way. I have found that my pretty close to max overclock is 4.15 GHz at 1.23 Volts (still going to continue pushing it) and I am at around 55-65 on each core, but when AVX2(an instruction set VERY taxing) is enabled, I get up to 75-83 on each core. Keep in mind I have an H105, which is a 240mm rad, a thick one at that, while yours is a 120mm rad. Essentially have the cooling area, so that is what I would expect. Just as baffled as you are on the temp thing, as reviews say that my cooler should keep it around 65 C at 4.5 @ 1.3 V (can't hit 4.5 unless 1.4 V, not even stable there) and it isn't even keeping it below 80 C at 4.14923 @ 1.23 V, tested with the same tests, presumably the most recent Prime95 with AVX2. I do idle quite high even at 24 C in my room, and at 4.5 @ 1.3 V, then manage 23-26 C idles at 20 C ambient, so that should translate to 27-30 C, but no. I am around 31 (DEAD idle on coolest core) - 37 C. Rad is even outside the case.

My room temperature is 32 C. It's idling in 33-38 C. My case is Cooler Master Elite 130 and it's setted to taking air from outside to the radiator in inside. I have no hard games for the testing, but in GTA IV, CPU is around 40 C, 58 is max. But it's using the CPU max %20. I think it's relevant with the showing high watts. I don't know it's a CPU, motherboard or PSU problem(?)
