USB 3.0 ports don't power on every other time I turn on my computer

Hello, as the title said my USB 3.0 ports on the back of my motherboard don't power on sometimes when I turn on my computer. My computer will reach the Windows 7 login screen and neither my keyboard (Saitek Cyborg v.5) nor my mouse (older Razer Deathadder) will be on, forcing me to restart my computer. The case I have has a reset button which when pressed when this occurs doesn't fix the problem; I have to completely turn off my computer and turn it on again.
What I am wondering is what is causing this and what can I do to fix it?

My specs are as follows:
Processor: AMD FX 4300
Motherboard: MSI 970A-G43
HDD: 1TB Western Digital Blue harddrive
Graphics Card: AMD / ATI 5770
RAM: 8gb Crucial Ballistix 1866 DDR3
PSU: Rosewill RD700
Case: APEX PCV-588

The USB 2 ports do still work, I tried them once when this happened, its definitely something to do with the motherboard I just don't know what.
