Notice the difference between 60Hz vs 120Hz?

I have just recently built my computer.
Specs:
Processor Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
Video Card 2 NVIDIA GeForce GTX 760
Memory 16 GB
Operating System Microsoft Windows 8 Professional Edition (build 9200), 64-bit

I am mostly playing games such as battlefield 4, Assassin's Creed 4, Fallout New Vegas... etc.

My question is will games such as battlefield 4, which are telling me the game is running at 60fps, actually run at 30 fps since I have a 60Hz Monitor? I'm considering buying a 120Hz TV. I want to know if it really makes a difference or if 60 Hz is already at 60fps

60Hz is already 60fps. Even when running 1080i its still 60fps you just get alternating lines from each frame, but the frame rate is still the same.

Now as to whether you will notice a difference between 60Hz and 120Hz that is totally dependent upon you, some people will, some people won't. It also depends on if your GPU can keep up with it or if you will get smoother results by turning on VSync and locking your frame rate to your refresh rate. Your mileage will vary.

I would avoid using a TV as your monitor though, they tend to have some additional input lag due to the extra circuitry in there designed to interpolate and create additional frames to throw in since a normal TV signal is only 29.9 fps.(NTSC)
