is it normal for a GPU reaching 71ºC ?

please help

As long as that's under load then yes. It's at the upper edge for that card I think, but they can get hotter then that.

so its fine for me not to change the default heat sink on it?

I wouldn't. The cost of the heatsinks are usually to high. Might as well sell the card, add in the cost of the heatsink and you can buy something newer/better.
